Upper Kedron Reservoir and Trunk Main Project
Project Overview
This project will deliver new water infrastructure to support the growing community now and into the future. The works include installing new underground water pipelines, building a new water reservoir, and constructing a water pumping station. Together, these elements will improve water storage, treatment and distribution in the area, helping to ensure a reliable and safe water supply.
Construction will take place across several locations and stages. Most works will be underground, along roads and within designated project sites, with some larger construction activity at the reservoir and pumping station locations. While construction will involve temporary changes such as machinery, excavation and traffic management, every effort will be made to minimise impacts to the community. The long term outcome will be essential water infrastructure designed to reliably service homes and businesses for years to come.
Where You'll See Us Working
As part of this project, construction activities will be carried out across several local roads and properties as new water infrastructure is installed and connected. As a result, you may notice construction activity along sections of O’Quinn Road, Levitt Road, and Canvey Road at different stages throughout the project.
To support construction, temporary site compounds and laydown areas will be established at various times during the project. These will be located at:
- 301 Levitt Road,
- 383 Levitt Road
- the end of Canvey Road
These areas will be used for site facilities, equipment storage, and materials associated with the works and will change as the project progresses.
How We're Minimising Impacts
We recognise that construction activity can cause temporary disruption for nearby residents, businesses and road users. Throughout the project, careful consideration will be given to managing potential impacts wherever possible, while safely delivering the necessary works. Construction activities will be carried out in line with approved working hours, with the timing of works planned to reduce inconvenience to the surrounding community. Where construction generates noise, dust or vibration, appropriate and practical control measures will be used as required to help limit impacts beyond the work area.
The project team will continue to monitor site activities and adjust work methods where reasonably practicable to respond to changing conditions on site. Traffic arrangements, pedestrian access and site management will be considered throughout construction to maintain safety for workers and the public.
Keeping You Updated
We understand that construction activity can raise questions or concerns for nearby residents and business, and we are committed to working respectfully with the local community throughout the duration of the works. If you have any questions about the activities, or if you experience any issues you would like to bring to our attention, we encourage you to get in touch with our project team. All enquiries will be acknowledged and addressed as promptly as possible.
Where appropriate, community notifications such as letterbox drops or flyers may be distributed to nearby residents and businesses to provide advance notice of upcoming works or changes in activity. These notifications will focus on sharing relevant information.

Frequently Asked Questions
1. Why are these works being undertaken now?
These works are being undertaken to support the future needs of the growing local community and to ensure water infrastructure continues to operate reliably as the area develops. As communities expand and demand for water increases, upgrades to storage, pumping and distribution infrastructure are required to maintain a safe, consistent and resilient water supply.
The timing of the project reflects forward planning to deliver essential infrastructure ahead of future demand. Completing these works now helps avoid more disruptive upgrades later and ensures the community is well serviced into the future.
2. What works are involved in this project?
The project involves building new water infrastructure, most of which will be located underground. This includes installing new water pipelines along local roads, constructing a new water reservoir to store water, and building a water pumping station to help move water through the network.
Additional works include earthworks to prepare sites, construction of access tracks and roads, and the installation of supporting services such as drainage, electrical systems and safety infrastructure. Once construction is complete, all systems will be tested before being put into use.
3.What is the project timeline?
Construction is expected to take place from April 2026 through to late 2027.
Works will be delivered in stages, with different activities occurring at different locations as the project progresses. Early stages will focus on site establishment and preparatory works, followed by underground pipeline installation and construction of the reservoir and pumping station. Final stages will involve testing, commissioning and site reinstatement.
The timing and sequence of activities may change throughout the project due to weather conditions, site requirements or other factors.
4. How will construction affect traffic, road access, speed limit changes and access to homes or local amenities?
Construction will take place along selected local roads, which may result in temporary changes to traffic conditions from time to time. Traffic control measures will be in place where required to help keep road users, pedestrians and workers safe.
This may include temporary lane changes, reduced speed limits, signage and traffic controllers. Access to homes, businesses and essential services will be carefully considered, and efforts will be made to minimise inconvenience as much as reasonably possible. Traffic arrangements will be adjusted as the project moves through different stages.
5.Will there be noise, dust or vibrations during construction and how will these impacts be managed?
Yes, some noise, dust and vibration are expected at various stages of the works, particularly during earthworks and underground construction activities.
Where required, appropriate management measures will be implemented to reduce impacts, such as dust suppression, noise management practices and monitoring of conditions on site. Works will be carried out in line with approved hours and permitted noise limits, and activities will be planned to reduce disruption wherever reasonably practicable.
6.What are the construction hours?
Site compounds will generally operate during the following times:
Monday to Friday: 6:00am – 6:30pm
Saturday: 7:00am – 5:30pm
Construction work is expected to occur during these hours:
Monday to Friday: 7:00am – 6:00pm
Saturday: 7:30am – 5:00pm
If works are required outside of these hours, including at night, nearby residents and businesses will be notified in advance where appropriate.
7. Will there be any impacts to water, power or other services during the works?
The project team will take care to minimise any disruption to existing services. If temporary interruptions to services such as water, power or telecommunications are required, affected residents and businesses will be advised in advance.
Additional care will be taken to identify and manage impacts to critical customers and facilities where necessary.
8. How will the natural environment be protected, including existing trees and local wildlife?
Environmental protection is an important consideration for the project. Measures will be implemented to manage environmental impacts, including erosion and sediment control, protection of waterways, and careful site management.
Where the removal of trees is required, this will be undertaken in accordance with relevant approvals, with replacement planting as required. Replacement trees will be provided on a like‑for‑like basis, or in line with approved landscaping requirements, to help maintain the long‑term environmental values of the area. Care will also be taken to minimise impacts to local wildlife during construction.
9. Who can I contact if I have a question or concern?
The project team can be contacted via the below project email address and phone number. All enquiries will receive an automated acknowledgement and will be reviewed by the project team.
Email: UpperKedronCommunity@pensar.com.au
Phone: 0447 437 754
Responses will be provided where appropriate, and enquiries will be managed in line with the project’s community engagement plan.
10. What happens once the works are completed?
Once construction is complete, the project sites will be restored and temporary facilities removed. The new infrastructure will then be brought into operation following final testing and commissioning.
The community will be advised when the works are complete, and the project moves into its operational phase.
11. What benefits will this bring to the community?
The project will deliver essential water infrastructure that supports the long‑term needs of the community. Benefits include improved water storage and distribution, increased reliability of water services, and infrastructure that is designed to support future growth in the area.
While construction is temporary, the completed works will provide lasting value to the community for many years to come.
